The 2025 report of the Global Philanthropy Environment Index (GPEI), developed by the Indiana University Lilly Family School of Philanthropy, has been published. First launched in 2013, the GPEI is the only global and multi-stakeholder study of its kind. It evaluates the philanthropic environment in 95 countries and economies based on the incentives and barriers individuals and organizations face when giving and receiving donations. The study was conducted with the participation of 173 experts and focuses on the three-year period from January 2021 to December 2023.

As TÜSEV, we prepared the Turkey section of this study. In this policy brief, developed within the scope of our EU-supported project “Monitoring Freedom of Association II,” we have compiled the key global themes, findings, and trends highlighted in the report.
