Monitoring the Enabling Environment for Civil Society
Monitoring Processes
As STGM and TUSEV, we will harmonize the monitoring approaches used so far to monitor and report on the development of freedom of association in Turkey.
In addition, we will closely monitor developments that directly affect the civil society environment, such as developments in the civil society field, legislative changes, reports from public institutions, activities carried out, and court decisions. We will support all of these monitoring processes through two field studies. As a result of the monitoring processes, we will produce 2 monitoring reports.
The Monitoring Matrix on Enabling Environment for Civil Society in Turkey Report to be prepared by TUSEV will cover the period 2020-21, and the second report will cover the years 2022-23. The status of civil society in Turkey will be shown in the reports entitled State of Civil Society in Turkey, which will be prepared by STGM and will cover the years 2020-2021 and 2022-2023.
Study on Fiscal Environment Concerning Taxation of CSOs
During the course of the project, TUSEV will conduct a comprehensive study of research and policy development in the area of financial regulations, which are emerging as one of the main areas of concern in ensuring the sustainability of CSOs and strengthening their fundraising processes. In this context, three reports will be produced on the impact of current tax regulations on CSOs, examining public interest and tax exemption practices, as well as the problems faced by CSOs economic enterprises.
Development of Recommendations for Civil Society Statistics
The fact that statistics on CSOs are processed by public institutions using different methodologies and the lack of a holistic perspective bring difficulties when it comes to understanding the impact of civil society and making data-based decisions. The project will therefore first conduct a situation analysis of existing statistics, identify problematic areas, examine international practices in civil society statistics, and develop a holistic proposal for civil society statistics.
